I
was talking to a man in the Laboratory called Polski a few weeks ago
(He's actually called Paul, why we call him Polski is a rather charming
tale for another time). We were discussing devolution of British
government, how it's wound up with Scottish MPs voting in Tuition fees
for English students and at the time, the potential "British
Constitution". He said to me if we were doing it properly, the first
act upon any Constitution should be "A man may take his Tea however he
so chooses, whenever he so chooses".
Now this struck me as
a very English Constitution rather than a British Constitution. And
thus, under the inspiration of that wise man Polski, I give you my
draft for the English Constitution:
